my iphone 8 plus was stolen and its off line what can i do

my phone was either lost or stolen and it wont let me track it with find my iphone because its off can anyone help me please?

If you did not enable "Find My" on this phone BEFORE it was stolen, I strongly suggest that you change your Apple ID password immediately. Regardless, you should report this stolen phone to your local law enforcement agency and to your cellular provider.
