Why is it so hard to get closed captions on my smart TV. No problem with the older TV, but they keep disappearing on the Smart TV. Very sad for those of us with hearing loss.

Not all videos include closed captions. It is up to the content provider to include a closed captioning track. Apple TV+ will have CC for all of its own content.
There will be a global setting for CC either in the Apple TV app’s in-app settings, or the app will follow the device settings (depending on device). Use subtitles and captioning in the Apple TV app - Apple Support
Additionally, users may turn the CC or subtitles on or off during playback from the Info pane. Control what’s playing in the Apple TV app - Apple Support
