How do I schedule email to be delivered at a certain date?

Scheduled delivery facilities are usually associated with Corporate email systems - such as Microsoft Exchange. With these systems you send the mail to the Mail Server - which schedules future transmission to the recipient.
Commercial email services rarely offer this type of service.
You would need an email app that provides such service.
Check the AppStore.
Scheduling future sending is not a feature of iPadOS email app.
