Scheduling future sending is not a feature of iPadOS email app.

Scheduled delivery facilities are usually associated with Corporate email systems - such as Microsoft Exchange. With these systems you send the mail to the Mail Server - which schedules future transmission to the recipient.

Commercial email services rarely offer this type of service.
