Apple TV app working fine over WIFI but not when connected to cellular data even if cellular data has more decent download speed

Settings﹥Cellular﹥[scroll down] has per-app settings to allow or disallow cellular use, independent of your second screenshot. These settings may help you to not exceed the mobile plan limits unintentionally.

Verify that this is turned on for the TV app, if you want to allow such use.
