Whether or not you are able to update your iPad to a newer version of iOS/iPadOS will be dictated by your iPad model - and the currently installed version of iOS. You can find this information here:

Here is a list of the highest version of iOS supported by the older models of iPad (for simplicity - “generations” are shortened to a number) that are restricted in their ability to be updated:

iPad1 - iOS 5.1.1

iPad2, iPad3 and iPad mini1 - iOS 9.3.5 (WiFi Only models), iOS 9.3.6 (WiFi & Cellular)

iPad4 - iOS 10.3.3 (WiFi Only), iOS 10.3.4 (WiFi & Cellular)

iPad Air1, iPad mini2 and iPad mini3 - iOS 12.5.4

Newer models, not appearing in this list, are all able to be updated to the current version, iPadOS 14.6

Older model iPads that are too old for available updates will have difficulty finding compatible Apps. For example - iPad2, iPad3 and iPad mini1 can only be updated to iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular models).

Apple ended update support for these models in September 2016. These models cannot be updated to iOS 10 or later major versions of iOS, as the internal hardware does not meet the minimum technical requirements for new versions of iOS/iPadOS. This limitation cannot be bypassed; these are 32-bit architecture devices, whilst all recent versions of iOS/iPadOS are designed for 64-bit hardware platforms. iPad2, iPad3 and iPad mini1 are obsolete.

You need to consider that compatible Apps for your iPad are increasingly difficult to find - as third-party developers are increasingly dropping support for 32-bit devices and iOS versions preceding iOS11/12/13. As older versions of Apps are removed from the Apple App Store, you’ll not be able to (re)download or install them - which may severely limit the usefulness and utility of your iPad. As such, if you want or need to access most current Apps, requiring more recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model.

Of current models, even the entry-level iPad8 has specifications and capabilities that will massively outperform you current iPad - and is compatible with the vast majority of current Apps. Other models are more powerful still.

What model of iPad is it exactly? Settings->General->About->Model?

It is running iOS 9.3.5 or 9.3.6 its very likely too old to update to anything newer and as such too old to use most Apps in the store now.

If that iPad is from 2012 or earlier, that iPad is too old for any more iOS upgrades/updates.

That iPad model cannot ever upgrade beyond iOS 9.3.5/9.3.6.

That iPad is, at least, almost 9-years old.

In addition, Apple ended support for all 8-10-year old iOS devices nearly 5 years, ago, in 2016.

Third party app developers abandoned and stopped supporting these 8-10-year old iOS devices nearly 3 years, ago, in 2018.

There are, virtually, NO MORE third party apps available from the iOS App Store, any longer!

Third party compatible apps for such old devices are few and far between, now, in 2021.

This includes apps for both iOS 9 AND iOS 10 devices!

Simply put, that iPad model is too old and obsolete now.

Sorry, but this is the reality for ALL 8-10-year old AND OLDER iOS devices now. Especially now in 2021!

If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a purchase of a new iPad model OR a much, MUCH “newer” and less expensive, refurbished or used iPad models, from better known, trusted Apple product/device retailers/resellers, some locally or from online, on the Web/Internet, capable of running the latest iPadOS versions.

There are PLENTY of less expensive, newer, older iPad models that can run the latest, current versions of iPadOS.

Like any iPad made from 2014 and onward.

I am sorry that you had to learn all of this, but this does not change any of the facts regarding these very old iOS devices.
