iOS Shortcuts to toggle mobile data for a specific app

Is there a way to toggle mobile data for a specific app? I've tried using a Shortcuts script to navigate to Settings > Photos > Mobile Data. I know that opening a url of "prefs:root=Photos" will open settings for the Photos app, but can I automatically navigate to Mobile Data in that screen? If so, is it possible to use that shortcut to toggle a switch in that screen?
