Factory reset done on MacOS Big Sur v.11 yesterday and in my System Preferences, why isn't there a "lock" on the following: "Network" and "Sharing"? How can I fix this?

Well, there has not been one - as far as I know. I am on a different OS version, but do not have a lock within that Pane. Most panes do not offer the login option; three that I know do are the users/accounts and startup disk and the security panes.
As to why there isn't one: we are all other users here and this is not Apple support, so we would have no idea why Apple has chosen not to have a lock there. You may want to ask Apple - they'd be the ones knowing why.
I'm back at my Mac, and the setting is in Security & Privacy System prefs > General > Advanced… button.
I’m not a t a Mac at the moment, but there is a setting for securing most system preferences. It might be in Security & Privacy.
