There is nothing you can do to bypass the activation lock with the original owners information. The phone is useless.
Report the issue/seller to ebay.

Well that's is a little suspicious that his account got deleted, but go ahead and try these steps to try and get the activation lock removed. These are the only way it can be done.
And I bought a phone off of eBay. When I was starting it up , I got far enough in the process to the point where the activation lock was linked to another iCloud account. I tried to contact him but his account has been deleted on ebay.
