Grayed out favicons on iPad

After upgrading my iPad to an iPad Air, 4th generation and performing a restore from my previous iPad (both running iOS 14.6), my favicons in Safari are all grey letters instead of splash screens of the actual sites. I have cleared the safari cache and performed multiple reboots all with no success. How do I get my favicons to repopulate?
