I’m unable to install apps from my iPhone App Store

I’m Harryz from Nigeria, I created a new iCloud ID for my iPhone 6s, I tried to install a free app from the store, but I got a pop up that my ID has not been used on iTunes before. I tapped on review to input my debit card details but it was declined. Please help!!
