(that will allow their calls to ring-in to your phone while DND is active)

Do you have a text message thread with this person in your Messages app? If you do then locate it in the messages app. You will see a crescent moon icon to the left of the person’s name. That crescent moon icon indicates that you set up Do Not Disturb to apply to this person and therefore HIDE ALERS is active.
Touch the person’s name in the Messages app and then SWIPE LEFT. Set HIDE ALERTS to OFF.

On what? messages? If you blocked the contact, go to the contact then tap unblock this caller
