Full Access Permission for keyboard does not work

Hello, whenever I try to give permission to allow full access to a third-party keyboard, it never lets me. It turns off the permission on its own once I leave that page.

I turn it on, try to use the keyboard in Notes and it will not work. So I go back to check and it isn't on anymore. Is this an iOS 14.6 problem?

Is this your corporate iPhone? Then please contact the system administrator of your corporate
If it is your personal device, in that case, do you have any profile installed by your corporate/organisation/enterprise/School Management?
1. Erase the profile added by you If you have installed a profile on your own --> Install or remove configuration profiles on iPhone - Apple ...
2. Or please contact the system administrator of the organisation who provided the profile to you

Hi, no it is not a corporate iPhone nor does it have a profile installed by either options. It is my own personal iPhone.
