How to set up an Apple ID in new iPad?

Hello, having just purchased an iPad mini, I am trying to set up an Apple ID.

I already have my gmail account that I want to connect. It’s taking me through the whole process… it sent me a 6 digit verification code to my email which I put into the Apple ID set up page then it keeps saying to contact iTunes support to complete the transaction. Can you please help me get this set up.
