Error message-2100f

My friend has a MacBook Air and tried to restore it and failed. I tried to help and keep getting a globe with exclamation point and -2100f. Help

1- Reset PRAM and SMC

2- Connect an Ethernet cable using and Ethernet to USB-A or USB-C directly from your internet router

3- Try to restore
