Please specify the exact model soundbar, as various models may have different capabilities and connections.

To connect bluetooth speakers to Apple TV (4th generation or later), first set the speakers to pairing mode. See the speaker manual on how to do that. Use Bluetooth accessories with your Apple TV - Apple Support

Bluetooth connections are limited to stereo sound (unrelated to Apple TV). You may experience better audio with a wired connection.
