I have an iphone that is my mom's but she lost her iphone so she had to get a new iphone and she is trying to sing in to her apple id but does not have have any other devices to send her a verification code to access her apple id . What can I do????

Chose did not receive a code, then select send as SMS.
It will then send a verification code to a trusted phone number.
