Same problem, newer platform.
Catalina 10.15.7 "A software update is required to connect to iPhone" but downloading "has a network problem." Same as other users, newer OS (not using iTunes).

Try booting into Safe Mode and then reconnect the iPhone and try installing the update in Safe Mode. Do you have any anti-virus, network security, cleanser/optimizer applications or software installed? Do you have custom firewall settings?
It's fixed. I connected the iPad and rebooted the Mac while it was connected. It may have only needed a reboot. The "need to download" happened again, and this time downloading did not fail.
THIS DID NOT UPGRADE MY VERSION OF MacOS!
