Is it possible to require a child account to ask permission to download an app that a parent account has already downloaded?

I would like my children to request permission every time they add an app to the device, even if I have previously download that app. Is that possible?

No. If its been downloaded by anyone previously it no longer requires permission.

If you don't want them downloading items from your Shared library, you can hide them.
