I've came across a few problems when using Preview, sometimes it doesn't show annotations made by other softwares (the blue icon is the annotation), and sometimes it simply won't show content properly (sentences are all over each other).
Is there anyway to solve this?
Install the current Adobe Acrobat Reader DC. Open the PDF in that application and if the results are the same as in Preview, then the application that created the PDF, and or the original PDF annotation application should be suspect.
Annotations are not always fully compatible between PDF creation tools and PDF viewers. Apple's Preview cannot possibly stay current with the evolving PDF specification, as Adobe can in their applications.
