scrolling on the trackpad MacBook Pro does not work regardless of settings
Just bought the M1 MacBookPro.
The trackpad does not work. Scroll settings do not work.

If your trackpad is not responding you should get an appointment with Apple or any AASP to run some tests and see if you need an under warranty Trackpad replacement.
