the dreaded under age rules on every device

Hi,i have 2 kids and they got apple watches ,everything is set up `cept the phone.One has contacts,the other dosen`t and even if it has the contacts,it can only facetime and im paranoid in case of an emergency call that cant be made for free,like e.g:no food at home.I know i can share ny dataplan to all ages,but heres the problem.They under age and they cant call random people,they can`t even get iphones.How will i go about the prob?
