Activation lock
I bought a used iPad and it is telling me that I cannot login to my Apple ID as it is not associated with the iPad. I do not know the previous owner. What do I do?

If you can't reach the previous owner whose ID is on the device and have them remove the device from their account, the device is worthless. Apple won't unlock it for you.
Turn off Activation Lock - Apple Support.
