USB-C Hub with PD Input Connector
I have a usb-c hub with a PD input port if I plug in a power supply to hub can it be plugged in to an desktop mac without damaging the mac or do I need to use the hub without the power adapter plugged in?

A Self-Powered Hub (with power adapter) allows you to connect more USB devices without over taxing the Computers USB power.
FWIW I have 2 Self-Powered Hubs connected to one of my Mac's.
One for USB 2.0 devices and one for USB 3.1 devices.
This hub is an Syncwire 8-in-1 hub and it doesn't come with a power supply. It has a port on the side that says PD Input. What I don't know is if it is only for use with a laptop where you have a battery your will be charging through the hub's usb-c connector.
