Macbook (really) high temp even at idle.

This question is all over the place on the Communities, and as a long-time Apple devotee, I am beyond frustrated that something like this exists and everyone seems to get the same answers.

Have been told it's normal:

These are not normal temps. The fan runs very often, while doing very little web browsing or checking email, and guess what, it (predictably) runs high, even at idle. It is hot (not a little bit) to the touch, on the back and at the vent. As a long time Macbook owner (4), I've never had anything remotely close to this occur. Again, 95% of the work I do is basic browsing, email, writing.

Have been told it's software:

Have reset everything. SMC (lots of times) and reset OS. Took it in to Apple, and they ran a hardware diagnostics, they tell me it's ok, they reinstall the OS, tell me it's that I have something weird installed (nope) and nothing changes. Have kept all items up to date, and watched for all bulletins on updates, because indeed sometimes they are the problem. By the way, this existed on day one of owning, without anything different or odd installed.

Great example of the issue - Chrome (only) open, two tabs, both on Apple Communities, screen down to the lowest brightness setting before zero, keyboard backlit off, and I am looking up "Macbook Pro 2019 overheating" ... and it is overheating.

I think the OS clearly knows that there is a problem, since the bird process is running all the time and chewing up resources as it tries to mitigate thermal issues. I wish someone would be open about it, at least so that we can find some route to living with or fixing. Still loyal to Apple, but man. This is irritating.
