I have apple TV through Charter/Spectrum. The remote worked for the first couple of days but has since quit. Does the charger have to be pluged into some apple device? I'm not good at streaming so this is a lot for me to learn. Thanks.

If you think that the battery charge level could be the issue, then charge it with the included Lightning-to-USB cable, to a computer or wall charger. Charge your Siri Remote - Apple Support. The system would warn you with an on-screen message if the charge level gets low (at 20% and again at 10%). The remote is functional while charging. You may monitor the current charge level in Settings.

The Apple TV remote should stay paired to the box. But if it has lost its pairing, then you can pair it again. If your Apple TV remote isn't working - Apple Support
