dropdown KB shortcuts grayed out

I'm running OS 11.4 (Big Sur) on an M Macbook Pro. The keyboard shortcuts in the dropdown menus are grayed out on all apps I've tried. The commands (such as Control C for copy selection) still work, but the shortcut (Command-C) is grayed out. It's a problem with the new OS; same apps on older computer work fine.

Does this hold true even when you select some text...(?)

If I don't select text, the command itself is greyed out; if I select text, the keyboard shortcut for the "copy" command is greyed out, but it still works! In my previous system/computer, running the same MS Word app, the keyboard shortcut is not greyed out. So It's an effect of the new OS, and I haven't been able to resolve it, even with the help of an Apple consultant.
