I can't select anything within settings.

In certain Mac windows I can't select anything with my cursor and mouse (eg. the General window in settings). I can select General, but nothing within it. Another place is the window to select a file to upload (eg. when I chose this image file to upload into this post I had to use my keyboard arrows instead of my mouse). Why can't I select anything?
