Can a series 6 Apple Watch be paired to an iPhone 6 Plus?

Question

My father has an Apple 6 plus and was recently given a series 6 Apple Watch. He can't get me to pair. AT&T says "Apple currently only sells the Apple Watch Series 3, Series 6, and SE, all of which require an iPhone 6s or newer."

is there a way to make this work?

None at all,an apple watch 6 requires a phone with ios14 or higher.
