Can you phone a missing iPhone that doesn’t have the location services turned on?

You can phone it alright. Get on another phone and call. However, without location services turned on, you will not be able to track the phone. See the information here. If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support
