Could you please elaborate a little more? It's a little difficult to understand what you've already tried and what's not working. Please make sure you've followed all of the instructions in detail on this support page to successfully reinstall macOS.

If the installer isn't showing your disk, you might have to erase the disk first in order to be able to reinstall. Back up your data first and follow this page here (Or this page if you're using an Apple silicon Mac).

you can just click "Reinstall macOS". You don't have to use Disk Utility if you're reinstalling macOS, as no files will be deleted in the process. If you're doing a complete reinstall (that is, you are getting rid of all files and personal data as well), then use Disk Utility to erase the hard drive, and then do a reinstall.
This is assuming you've already erased the hard disk? If so, you really should have purchased a means of backing up, as there is now no way to recover the data. From here, boot back into your installer, and reinstall macOS.
I get to the OS X Utilities page and use disk utility and I pull OS X base system and then what is my next step.
I get to the page where it says select disk where you want to install OS X and there is no disk to select.
Are you reinstalling macOS or doing a fresh install?
I am doing a reinstall
There is no way to backup the data.
I tried to restart and when I restarted the file folder with a flashing question mark appeared.
