I have tried to reinstall the OS many times, but the internet is needed, and I can't see how I can set up my network with a blank hard drive?

And to add, when you've restarted in recovery mode look to the top-right corner of the screen. You should spot the wi-fi icon and it will (should) have some options.
Thank you for that information. The wi fi icon was blanked out so I could not access it. However, I followed the recommendation of ‘den.thed’ and wired an Ethernet cable between iMac and router. I then went through the normal reinstall process and lo and behold, it is now downloading Catalina beautifully!! Thank you for your help. And - why didn’t I think of that!
