Am I blocked or do they have their iMessage off ?

I’m texting my friend and when I send it the iMessage is blue and doesn’t say delivered or anything under it but immediately turns green and says “ sent as text message “ and my friend and me both have an iPhone does this mean that I’m blocked or have they turned off their iMessage ?

It means that for some reason Apple is unable to send the message as an iMessage. https://support.apple.com/en-us/HT207006
