Apple developer account was setup and is being used on my devices as an organization without permission or my knowledge committing crimes and identity theft internationally. Does anyone know how to help?

It appears that Russia dictionary is hacking my apple devices and I never gave any authorization to any organization or person to use my apple account ever. I live in the United States and my life personal life and small business has been damaged so badly I doubt I’ll ever recover from them causing data breach, identity theft and many other international crimes for all the years I was unaware of developer accounts compromised me. I am attacked daily by remote targeting and my security settings changed not by me and leaving my personal phone vulnerable to any device with Bluetooth.
