I never created a password for my notes, only my fingerprint. Now my iPad 8 won’t unlock my notes without entering a password. How can I unlock my notes?

You can't use touch id for notes or unlock your ipad without first creating a password.
So yes you did create one. if you don't know it you won't be able to access those notes.
