macOS Catalina update 2021-004 and PIV smartcard support

I've been reviewing many of the smartcard issues with macOS Catalina and BigSur, and noted that I was having problems with a machine recently updated from Catalina 2021-003 to 2021-004. On 2021-003 I was able to both pair a PIV card with a local account, and use the PIV card to authenticate to web sites/applications that required it (Safari, Microsoft Edge, Google Chrome, Microsoft Outlook)

Once I upgraded to Catalina 2021-004, I can still pair the PIV card to a local identity for login, and with Microsoft Outlook, but it does not work with any of the available web browsers or web applications.

I'm using an Omnikey 3121 USB reader and a federally compliant PIV card.

Is anyone else seeing this issue?
