Notifications and automatic updates has always been set to on. Apple just isn’t doing updates automatically nor am I getting notifications that there is an updated

Thank you for using Apple Support Communities. Based on your post, you don't receive software update notifications.
This is likely happening due to 'Automatic Updates' being disabled. To receive notifications of updates, you'd want to go to Settings > General > Software Updates and turn on Automatic Updates.
You don't want to be connected to any VPNs or using security software, which might block incoming notifications from Apple's servers.
