Notes app jumps to random position after switching back from another app

Steps to reproduce:

I'm writing a note using Apple Pencil, let's say 5-7 pages long.

Then I switching to another app - Kindle or Safari.

Then switching back to the Notes.

The scroll position is somewhere near the top of the note, but not exactly on top. Looks random.

There is no such issue on my iPhone with the same notes.

The issue exists only in the portrait iPad position.

The bug doesn't reproduce when I'm making the same steps in the landscape position.

It make impossible to use the iPad for note-taking when I'm reading a book in the Kindle app.
