After reset iWatch1 won’t pair iPhone again

My iWatch1 was paired with my iPhone 6s. One day, I reset my iWatch. After that, I cannt pair again. The error message is “Apple Id is not correct”. But I’m sure it is correct and last paired one. I check iPhone 6 iCloud and see this iWatch. I think is error of Apple Activation.

Activation Lock - Not on icloud still can't pair. My watch was paired with my old phone, unpaired the watch getting activator code error. I looked on icloud and the watch is not showing up. When I try to pair with my new iphone I still get the activation error. Thoughts?
