Basically I made a purchase maybe a week ago in an app but haven’t been charged. I have been in the past it charged instantly, but its giving me the content I “bought” but not charging me. After googling people are usually charged like 3 days after but it’s been a lot longer. I bought another thing in the app and it yet agian didn’t charge. Just don’t understand why

We understand that it's been some time since you made an in-app purchase, but you still have not been charged.
Did you have any type of credit from a gift card or anything like that associated with your Apple ID? If so, then this would have been taken out of that balance first, before using your primary billing method. Alternatively, if your primary payment method didn't work, the second one may have been charged.
The best way to check would be to use these steps to review your payment and purchase history.
