I can't delete downloaded songs from my iPad storage. I tried to delete it in many ways, from the following.
I tried to delete songs both on Apple Music and in settings on my iPad.
I tried another way, such as turning off iCloud music library and then restarting my iPad to refresh my iCloud music library, but as I mentioned above, it didn't work.
Moreover, I can't play the downloaded songs, if the network connection is turned off.

If you still have issues, try checking in Settings > Screen Time, to see if this feature is enabled. If so, try turning it off, and then attempt to delete the songs again.
Use Screen Time on your iPhone, iPad, or iPod touch
If that doesn't help, see if there are any profiles or Mobile Device Management installed. This can be found in Settings > General > Profiles & Device Management. If this option doesn't show up, it'll usually mean there aren't any profiles installed.
