Why cant i change my photo library to newest on top?
So albums can be sorted but what about the “Library” itself?

You can sort all albums in Photos you create yourself, but the albums created automatically for you by Photos are each of them having a fixed, predefined sort order, specific for the album, that cannot be changed. The predefined albums are either sorted by the date added or the capture date, with the most recent photos at the bottom of the album for easy access. The general idea is not to sort the photos in the albums, but to view them in the best album for the specific purpose, that is sorted as you want it.

i am talking about sorting the “library” - those photos not in an album.
