If your iPhone has iOS 14 or newer, you can access the Phone app from the App Library. To get to the App Library, swipe right past all the pages of apps on your iPhone's home screen.

Once you've found the Phone app in the App Library, you can drag the icon from the App Library back onto your home screen.
