If you are configuring Apple devices in a business environment for use by employees, it’s not a particularly good idea to set-up an iPad as a personal device. The Activation Lock will be under the control of the employee - and unless you have robust “exit procedures” that ensure that the Apple devices are returned to you are unlocked at the end of their employment - with the Activation lock disabled - you will at best encounter considerable difficulty and inconvenience when attempting to reuse the device. You may even find that you cannot reuse the device.

In a business environment, you should instead consider central management of devices - both setting-up and managing the devices using a commercial MDM Platform that is integrated with your IT Systems. There are many MDM platforms from which to choose; your IT Department will be best placed to offer advice appropriate for your environment.

iPads and iOS are one user and one Apple ID devices, so I am not sure that you can do what you would want to do - although you can use more than one user account by signing out of one Apple ID and signing in with another. But that is not really what you are trying to accomplish.
