How do I get voice memos off my phone and onto my computer?
And how do I do that without messing up my playlist and songs on my phone's itunes?

Welcome to the Apple Support Communities!
It sounds like you would like to move the Voice Memos that you have on your iPhone to your Windows computer, and we'd like to help.
On your iPhone, in the Voice Memos app, you can tap the Share button to save each Voice Memo to iCloud Drive (You can rename the file with a person's name and the date of the recording to help keep things organized.)
Then, if you have iCloud for Windows installed on your Windows PC, you can access iCloud Drive and download the files to your PC.
Make sure you have a backup of your iPhone before beginning this process.
Make sure you can open the files on your PC before deleting them off your iPhone.
