I have poor cell service, i have my downloads to high quality so i still have space on my phone but i have wifi streaming at lossless. But the download over rides the lossless and even on wifi it doesnt play lossless if its downloaded

What you have noticed and learned is correct. Your downloaded music will take priority when playing it. The Music app will only stream music if you do not have the music already downloaded on your iPhone. Since your music is downloaded to your iPhone in high quality (not LossLess), you will not hear it in LossLess. You have two options.
