Not an Option:
This is not an option for you, as your iPhone 11 Pro Max does not have the hardware requirements to do so. Go here: Use an iPhone 12, that is using 5G in order to update over Cellular - User Tip
Open Settings ➔ App Store: under Cellular Data ➔ Automatic Downloads : Set this to ON ➔ App Downloads : Set this to Always Ask.
After that all you need to do is to turn Wi-Fi OFF and then manually download the apps like you normally do.
