Not an Option:

This is not an option for you, as your iPhone 11 Pro Max does not have the hardware requirements to do so. Go here: Use an iPhone 12, that is using 5G in order to update over Cellular - User Tip

Open Settings ➔ App Store: under Cellular Data ➔ Automatic Downloads : Set this to ON ➔ App Downloads : Set this to Always Ask.

After that all you need to do is to turn Wi-Fi OFF and then manually download the apps like you normally do.

Hello Littles,

OP is referring update the iPhone Apps, I believe and not iOS versions. At least that is how it is worded. As you already know, we have been able to update the apps over cellular for several years now.

🤭 Seeing "mobile data", I may have mistaken it then.

Settings > App Store > App Downloads in the cellular data section.
