Open Settings ➔ Messages ➔ Send as SMS: Ensure that this set to ON.

If the above does not work then-

Can you Make and receive phone calls? Can you SEND SMS text messages (Green Bubble) to Android users?

Before you answer the questions above, contact T-Mobile's support team and then ask them first. SMS (Green Bubble) text messaging is managed by the carrier (T-Mobile).

Android users can send SMS / MMS and these are Carrier Specific features. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.
