Apps wont download

I noticed my snapchat was acting weird so I deleted it and attempted to redownload it. When I go to the appstore it shows that snapchat is in my cloud but it won’t let me redownload it even though I have the space. It either stops the download before it starts or tells me that my card in the app store won’t work but it won’t let me delete it since I’m using it for subscriptions. I’ve tried everything I can think of including turning my phone completely off and on.
