Can’t download apps
I can’t seem to download or update any of my apps I signed in and out of the App Store still can’t seem to download anything I restarted my device and even updated it still doesn’t work.

Welcome to the Apple Community.
You might need to have a payment method on file, even if the app that you want to download is free.

Your Apple ID is the account to use for adding a payment method to use for everything Apple.
including iTunes, App Store, iCloud etc.
